Why
Under the gun is first to act before the flop. This sheet plays 9% of hands here, against 12% from middle position: the later you act, the more you see before you choose, so the more hands you can play.
A loose-aggressive player opens a wide range and keeps the pressure on: a 3-bet re-raises a raise, a c-bet follows your raise with a bet on the flop, and a semi-bluff bets a hand that can still improve. The later your position, the wider you go.
Advanced style. Only use LAG if you're consistently winning at TAG first. It requires strong postflop skills and reads.
