Quads over quads means two players each make four of a kind of different ranks in the same hand. The only realistic way this happens is both players hold a pocket pair and the five-card board delivers the remaining two cards of each rank. (Community quads on the board are shared by everyone, so they are a chop, not quads over quads.) The headline figure is conditional on both players holding pocket pairs.
